Civil Service Eligibility Exam - Professional

Mam/Sir:

Two years ago, I took the Civil Service Eligibility Exam - Computer Aided Test. I got a score of 91.89%. I was about to ask something like if I could have a better chance of being hired in the government or were there any special programs for those who got 90% or higher in the exams but I thought at that time that the idea is quite preposterous. However, I learned from another passer that if you got a grade of 87% or more than that, you are qualified for the civil service's BEST AND THE BRIGHTEST. I really do not have any idea about this. I was wondering why I wasnt informed about such program when my score is within the range of the CSE's requirement.Also, I would like to take Foreign Service Officer Exam but I have a very little knowledge about it. I hope I could get info about it.
